"He can't walk but knows everything"
The poem in the picture is a quotation from "Kojiki" namely The ancient history book of Japan. It looks like a slightly evil looking kappa is asking the scarecrow for some suspicious advice.
所謂久延毘古者 於今者山田之曾富騰者也
此神者 足雖不行 盡知天下之事神也
The so-called Kuebiko isnow it's called Yamada's Sohodo, means a scarecrow.
This god can't walk but knows about everything under the heavens.
I tried rewriting the text of the Kojiki as follows:"A one-legged scarecrow in the fields. He may not be able to walk, but he knows everything about the world."
